Right away the second webpage strikes me and lets me know what i am looking at.
The first webpage has a few problems with navigation and interface. The first problem is this page doesn't fit into the window properly and requires you to scroll down to navigate the site. Also, we have a image map that is not backed up with text of an index for easy movement. There seems to be no navigation style as well. Meaning that no frame or cleaver style is being utilized when visiting this site. The interface is poorly done and webpage doesnt initially tell me what it is and whats purpose it serves me.
All these negatives are corrected in the second webpage. The designer choose to use a frame to create easier navigation and repetition. Images are used with an alternate index incase of not being able to view the image maps. The webpage fits perfectly onto the window. The text is all readable and no strain on your eyes with a left to right readability.
